More than £700m worth of investment is expected to come to the borough by 2018, according to the council.
Council leader Chris Robbins outlined the authority’s plan to attract development and business to Waltham Forest at an event last week.
Already £160m has been secured this year.
Cllr Robbins indicated that the borough’s reducing crimes rates, more attractive high street and improved leisure facilities, schools and housing were all factors in attracting investment.
He also cited the soon-to-open Lea Bridge Station and developments around Blackhorse Lane that are expected to contribute 2,500 new homes and 1,000 new jobs.
